Ústí nad Labem is entering a crucial phase of its modernisation. Housing is one of the keys to the city becoming a real magnet for new residents, young families and skilled workers. At a time when the Czech Republic is the last place in Europe in housing affordability, Ústí nad Labem represents an exceptional opportunity. Low housing costs can only be our competitive advantage if we support them with active city policies and new quality construction.

The city has a clear commitment. We want every resident to have a chance to live in safe, affordable and quality housing. We want to grow, attract talent and offer an environment in which to live and work well. We want a city for life from eight to eighty.

Our ambitions

Ústí nad Labem wants to move closer to the European standard and ensure that around 8% of the housing stock is owned by the city (or in a rent-controlled regime). Such a share will enable the city to actively influence housing affordability, stabilise prices and offer quality rental flats to the general public.

The first step is the construction of around 650 city apartments. These projects will be directly owned by the city and will form a solid basis for affordable housing.

The second step is the preparation of up to 2,400 housing units in an affordable housing regime. Our intention is to create the conditions for the construction of both urban and private projects, including cooperative and developer projects. The city will provide ready-made territory and clear rules so that private investment can start up faster and with long-term stability.

Why this is important

Across the Czech Republic, housing affordability is deteriorating rapidly. House price growth is significantly faster than wage growth. Households are shrinking, space requirements and housing quality are increasing, construction work prices are increasing. All of this creates pressure, which mainly affects young people, working families and the elderly.

For Ústí nad Labem, however, it also means an opportunity. Thanks to affordable housing prices, the city can attract new residents, young professionals and families who are looking for a quality and affordable standard of living. If the city is active, it can become a new center of regional growth.

What we offer specifically

The city is now creating a long-term affordable housing program. This includes construction, support of the cooperative model, use of brownfields and cooperation with private developers. Rent analyses, economic management models and detailed preparation of individual locations are underway at the same time.
